تحلیل فضایی ابعاد تاب‌آوری منطقه‌ای در برابر بلایای طبیعی در استان آذربایجان شرقی با تاکید بر شهر مرند

چکیده

امروزه حوادث و بلایای طبیعی بیش از پیش جوامع انسانی را تهدید می‌کنند که در صورت نداشتن آگاهی و آمادگی، صدمه‌های جبران‌ناپذیری بر زندگی انسان‌ها، اعم از حوزه‌های سکونتی و دیگر ابعاد اقتصادی، اجتماعی، نهادی و کالبدی-محیطی دارد. هدف از این پژوهش تحلیل فضایی تاب‌آوری منطقه‌ای در برابر مخاطرات طبیعی در شهرستان‌های استان آذربایجان شرقی است. روش تحقیق حاضر به لحاظ هدف کاربردی و از لحاظ ماهیت جزو تحقیقات توصیفی - تحلیلی است. به‌منظور جمع­آوری  اطلاعات از روش کتابخانه‌ای استفاده‌ شده است. در راستای انجام تحقیق از 25 شاخص در قالب 5 متغیراجتماعی،اقتصادی، بهداشتی و درمانی،خدماتی و زیرساختی و محیطی، استفاده گردیده است. در این پژوهش به‌منظور وزن دهی شاخص‌ها از تکنیک دلفی و به‌منظور تحلیل داده‌ها در راستای سطح‌بندی شهرستان‌های استان از تکنیک پرامیتی استفاده گردیده است.همچنین به‌منظور تحلیل تاب آوری فضایی استان آذربایجان شرقی از روش کریجینگ و نرم‌افزارArc  - Gis بهره‌گیری شده است.نتایج پرامیتی نشان داد شهرستان‌های جلفا، مرند و تبریز در از نظر تاب آوری  رتبه‌های اول تا سوم هستند. همچنین نتایج تحلیل کریجینگ نشان داد وضعیت تاب‌آوری مناطق موردمطالعه در نواحی شمال شرق و جنوب غرب استان در وضعیت نامناسب و نواحی مرکزی در وضعیت متوسطی قرار دارند و در مناطق شمال غرب در وضعیت بهتری هستند. و ارزیابی کلی نشان‌دهنده وضعیت  تاب­آوری بهتر نواحی مرکزی مانند شهرستان تبریز وبستان‌آباد و مرند است. نتایج تحقیق حاکی از آن است که بیش از 31.3 درصد از مساحت ساخته شده شهر مرند در برابر زلزله آسیب­پذیری زیادی دارند که مساحتی برابر با  28.5 هکتار را شامل می شود. این مناطق در مرکز شهر و غرب شهر گسترده شده اند.

چکیده [English]

Today, natural disasters and disasters increasingly threaten human societies, which, if they are not prepared, can cause irreparable damage to human life, including habitat and other economic, social, institutional, and environmental aspects.As a result, communities take a variety of approaches to mitigate the effects of natural disasters. One of these approaches is resilience and resilience to natural disasters.The purpose of this study is spatial analysis of regional resilience against natural hazards in East Azarbaijan province. The purpose of this study is descriptive-analytic in terms of purpose. A library method was used to collect the data. In order to conduct the research, 25 indices were used in the form of 5 variables: social, economic, health, service and infrastructure and environmental variables. In this study, Delphi technique was used to weight the indices and to analyze the data in order to classify the provinces, the parametric technique was used.Also, Kriging method and Arc Gis software have been used for spatial analysis of regional resilience of East Azarbaijan province. The results showed that the cities of Jolfa, Marand and Tabriz are in the first to third rank. The results of Kriging analysis also showed that the resilience status of the study areas in the northeast and southwestern regions of the province are in poor condition and the central ones are in moderate condition and are better in the northwestern regions.And the overall assessment indicates better situation in central areas such as Tabriz and Bostan Abad and Marand.And the overall assessment indicates better situation in central areas such as Tabriz and Bostan Abad and Marand.
