بازآفرینی شهری در چارچوب پروژه های محرک توسعه شهری (مطالعه موردی: محله‌های سنگ‌سیاه، قلعه‌محمود و هارونیه در شیراز، کرمان و اصفهان)

چکیده
مقدمه: پیش از انقلاب صنعتی و رشد شهرها، محلات شهری رشدی بطئی و پیوسته داشتند و ضمن حفظ ارزش‌های طبیعی، اجتماعی و کالبدی خود، به نیازهای نسبتا ثابت ساکنان خود پاسخ می­دادند. با رشد شتابان در کلان­شهرهای ایران، بافت­های قدیمی و سکونت­گاههای کهن و محله­ها مورد تهدید واقع شدند و نیاز به مرمت شهری و بازآفرینی بافت­های قدیمی بیش­تر از گذشته احساس شد. توسعه شهری با توجه به دو رویکرد توسعه درونی و مرمت شهری بافت­های فرسوده، سعی در احیا و بازگرداندن حیات شهری به عرصه­های ناکارآمد داشته است. در راستای تسهیل این روند و توجه به پیوند بافت­های قدیمی با توسعه شهری، برنامه­ریزی و اجرای پروژه­های محرک توسعه به عنوان یکی از راهبردهای به کار گرفته شده جهت فراهم کردن بسترهای لازم برای حضور ساکنان و مالکان مورد توجه واقع شد.
روش: بافت کهن شهرهای کرمان، شیراز و اصفهان به ویژه محدوده­های محله­های قلعه­محمود، سنگ­سیاه و هارونیه­ افزون بر این که بازتاب­کننده تاریخ توسعه و تحولات فرهنگی در گذر زمان هستند آثاری شاخص از فرهنگ و تمدن کشور را در مقیاس ملی و جهانی در خود جای داده­اند، این پژوهش به لحاظ هدف کاربردی بوده و رویکرد روش­شناسی آن نیز کیفی، کمی، ترکیبی است. منابع پژوهش، منابع اسنادی، کتابخانه­ای و مشاهدات میدانی و پرسش‌نامه مردمی (تحلیل در قالب نرم­افزار SPSS) است.
نتیجه­گیری: نتایج پژوهش در سه محله سنگ­سیاه، قلعه­محمود و هارونیه؛ نشان داد که 1) پروژه­های محرک توسعه در بافت تاریخی شهری موجب تقویت احساس امنیت می‌شوند، 2) مهم­ترین عامل عدم احساس امنیت در بافت فرسوده، شکل و ساختار کالبدی نامطلوب بافت است و 3) می‌توان با رویکرد محرک توسعه به عنوان بینشی کامل و یکپارچه به احیا و بازآفرینی محله و نیز حفظ ارزش­های تاریخی و کالبدی آن در جهت تبدیل محله به یک مکان زیستی هماهنگ با زندگی امروزی و مطابق با شخصیت و هویت تاریخی دست پیدا کرد.

Urban regeneration in the context of urban development stimulus projects (Case study: Sangsiah, Qalae Mahmoud and Haruniyeh neighborhoods in Shiraz, Kerman and Isfahan)

Prior to the Industrial Revolution and the growth of cities, urban neighborhoods grew slowly and steadily, while maintaining their natural, social, and physical values, and responding to the relatively constant needs of their inhabitants. With the rapid growth of Iran's metropolises, old textures and ancient settlements and neighborhoods were threatened, and the need for urban restoration and re-creation of old textures was felt more than ever. Urban development has tried to revive and restore urban life to inefficient areas due to the two approaches of internal development and urban restoration of worn-out structures. In order to facilitate this process and pay attention to the connection of old contexts with urban development, planning and implementation of development stimulus projects was considered as one of the strategies used to provide the necessary conditions for the presence of residents and owners. The ancient texture of the cities of Kerman, Shiraz and Isfahan, especially the neighborhoods of Qala-e-Mahmoud, Sang-e-Siah and Haruniyeh neighborhoods, in addition to reflecting the history of development and cultural developments over time, are significant works of culture and civilization of the country. Nationally and globally, this research is applied in terms of purpose and its methodological approach is qualitative, quantitative, combined. Research sources are documentary sources, libraries and field observations and a popular questionnaire (analysis in the form of SPSS software). Research results in three neighborhoods of Sangsiah, Qalam Mahmoud and Haruniyeh; Showed that 1) development stimulus projects in the historical urban context strengthen the sense of security, 2) the most important factor in the lack of sense of security in the worn texture is the undesirable physical shape and structure of the texture, and 3) can be approached The stimulus of development, as a complete and integrated vision, achieved the revitalization and re-creation of the neighborhood as well as the preservation of its historical and physical values in order to turn the neighborhood into a living place in harmony with modern life and in accordance with historical character and identity.
