تحلیلی بر شاخص‏‌های حکمروایی خوب شهری با رویکرد عدالت فضائی در مناطق شهرداری شیراز

چکیده

آنچه امروزه در شهر‌ های بزرگ تحت عنوان چالش‌‌ ها و بحران‌‌ ها از جمله روند رو به رشد جمعیت ، مهاجرت‌‌ ها ، مشکلات زیست محیطی ، بافت‌‌ های فرسوده ، دسترسی‌‌ ها ، مسایل مختلف اقتصادی ، مشکلات فرهنگی و موارد دیگر مطرح است ، در شهر شیراز نیز به نسبت زیادی قابل مشاهده است . لذا استفاده از مؤلفه‌‌ های سنجش حکمروایی خوب شهری با در نظرگرفتن شرایط موقعیتی و عدالت فضایی شهر شیراز از اهداف این پژوهش می باشد . این پژوهش برپایه اسناد و شواهد میدانی ( بررسی مناطق شهرداری شیراز بر اساس توزیع خدمات ) و اسناد مختلف کتابخانه ای صورت گرفته است . با استفاده از نرم افزار A H P نتایجی به دست آمده که شامل وزن شاخص کاربری های تاسیسات و تجهیزات ، پارکینگ و پارک و فضای سبز با نرخ ناسازگاری 0.07 ، وزن شاخص کاربری های مذهبی - فرهنگی - آموزشی ، ورزشی با نرخ ناسازگاری 0.07 ، وزن شاخص کاربری های بهداشتی - درمانی ، اداری - نظامی با نرخ ناسازگاری 0.1 بنابراین ارجحیت ( اهمیت ) می باشد نتیجتا بر اساس شاخص‌های بررسی شده مناطق 1، 2، 4 ، 6 و 10 در وضعیت مطلوب قرار دارد به عبارتی توزیع عادلانه در این مناطق صورت گرفته است و در مقابل مناطق 3 ، 5 ، 7، 8 و 9 در وضعیت نامطلوب قرار دارد و نیازمند راهکارهای اجرایی در جهت بهبود حکمروایی خوب شهری و توزیع عادلانه خدمات در راستای ارتقا عدالت فضایی و اجتماعی است .

What is being discussed today in big cities as challenges and crises, including population growth, migration, environmental problems, worn-out structures, accesses, various economic issues, cultural problems and other issues, can be seen in Shiraz.What is being discussed today in big cities as challenges and crises, including population growth, migration, environmental problems, worn-out structures, accesses, various economic issues, cultural problems and other issues, can be seen in Shiraz. Is. Therefore, using the components of measuring good urban governance by considering the situational conditions and spatial justice of Shiraz is one of the objectives of this study. This research is based on field evidence (survey of Shiraz municipal areas based on the distribution of services) and various library documents. Using A H P software, results such as the weight of the utility index of facilities and equipment, parking, park and green space with an incompatibility rate of 0.07, the weight of the religious-cultural-educational use index, sports with an incompatibility rate of 0.07 , the weight of the user index Health-medical, administrative-military with incompatibility rate of 0.1 Therefore, the priority (importance), the studied indicators of regions 1 , 2 , 4 , 6 and 10 are in the desired condition, in other words, there is a fair distribution in these regions and in contrast to the regions. 3 , 5 , 7 , 8 and 9 are in an unfavorable situation and need executive solutions to improve good urban governance and fair distribution of services in order to promote spatial and social justice.
