Evaluation of urban development from the perspective of public policy-making with emphasis on the role of the Islamic Council of Shiraz city

Abstract

This study aims to evaluate urban development from the perspective of public policy-making with emphasis on the role of the Islamic Council of Shiraz city)emphasis on the fifth counci (.The present research is applied in terms of nature and purpose and descriptive-analytical in terms of method. The data collection method of the present study is a mixture of library and field methods. The statistical population of the study consists of managers and supervisors of different departments of Shiraz Municipality (executive experts) and university professors familiar with the subject of the research (university experts) from which random sampling was done. Also, Morgan table was used to determine the sample size. The data collection tool is a researcher-made questionnaire whose questions are based on the review of domestic and foreign research, which consists of 3 sections: The study of demographic variables, the evaluation of the policy of the Islamic Council of the city (including 23 questions in 5 dimensions) and the third part of the urban development evaluation questionnaire (including 33 questions in 5 dimensions) which is used to collect data after confirming the validity and reliability. After completing the questionnaires, the information contained in it was coded and analyzed using SPSS and SmartPLS statistical software at a significance level of 5%. The results of research model analysis showed that at 95% confidence level, the main hypothesis of the research, namely urban policy-making with emphasis on the role of the Islamic Council of Shiraz city has led to urban development of Shiraz and the five sub-hypotheses related to this hypothesis were confirmed. Also, the findings at the mentioned level of confidence showed that the overall effect of urban policy variable with emphasis on the role of the Islamic Council of the city on urban development is 0.899, which shows the very good effect of this model in explaining the variance of urban development evaluation variable.

Introduction
 
National and local policies play an important role in improving the quality of urban service infrastructures and how to deal with changes. The importance of urban policy is that governments can push the development of cities in a specific direction through the creation of laws and policies regarding issues such as land use, receiving taxes and fees, how to provide infrastructure, or introducing financial instruments. give City councils a significant role in controlling and monitoring the development of the city, but urban policies are mainly made by planners and consultants, and the direct participation of citizens in this process is lacking. The lack of citizen participation in urban policy-making makes these policies face the lack of realism in problem diagnosis, increasing the error rate in choosing solutions and making decisions, lack of efficiency in implementation, and ineffective evaluation. Therefore, this research seeks to investigate the evaluation of urban development from the perspective of the general policy of the Islamic City Council (case study: the fifth term of the Shiraz City Council) and to answer the important question, what effect did the general policy of the Shiraz Islamic Council have on urban development?
 
Methodology
This research is applied in terms of nature and purpose and descriptive-analytical in terms of method. The statistical population of the research consists of the managers and supervisors of various departments of Shiraz municipality (executive experts), which according to the available statistics include 138 people, as well as university professors familiar with the subject of the research (academic experts), of which 25 people were identified by the researcher. And as a result, the size of the statistical population reached 163 people. On the other hand, due to the time limitation of the research, sampling was done by the research community. Therefore, in this regard, the random sampling method was used and Morgan's table was used to determine the sample size, and the results showed that the required sample is 113 people. Also, the data collection tool of this research is a researcher-made questionnaire, the questions of which are designed and compiled based on the review and review of internal and external research. This questionnaire is designed in 3 parts.
 
Results and discussion
According to the results of the above table, it should be stated that considering the values of the t statistic, which is greater than 1.96 (95% confidence level), the path drawn between the 2 research variables is approved, and also considering the significant values obtained (with Paying attention to being smaller than 0.05) are significant and therefore it can be said that the main hypothesis and the 5 sub-hypotheses related to it are confirmed at the confidence level of 95%. It can also be said that the overall effect of the urban policy variable with emphasis on the role of the Islamic City Council on urban development is 0.899, which shows the very good effect of this model in explaining the variance of the urban development evaluation variable. The fit indices of the model are described in the table below, which indicates the suitability of the research model.
 
Conclusion
Discussion and conclusion about the main opportunity: urban policy-making with an emphasis on the role of the Shiraz Islamic Council has led to the urban development of Shiraz. The results obtained from the model analysis showed that considering the values of t statistic which is greater than 1.96 (95% confidence level), the path drawn between the 2 research variables is confirmed and also significant at this confidence level, and therefore it can be stated that the main hypothesis is confirmed at the above confidence level. Also, the findings indicated that the overall effect of the urban policy variable emphasizing the role of the Islamic City Council on urban development was 0.899, which indicates the very good effect of this model in explaining the variance of the urban development evaluation variable. The said finding is consistent with several researchers such as Dan Oyle and Driesen (2015), (2013), Agha Rezaei et al. (2017), and Salehi Milani and Mohammadi (2010). In the explanation obtained, it can be said that when it comes to urban development, topics such as paying attention to the pattern of urban development, desirable urban form, urban decision-makers and the communication between them, coordination between urban needs and requirements and goal setting and urban policies and overall comprehensive urban development are discussed for urban development plans and plans.
