Nowadays, paying attention to the control of energy consumption in the city, including buildings, is of particular importance, and a comprehensive look at urban planning can be effective in reaching this goal. Excessive consumption of energy has caused crises such as climate change, global warming, water and air pollution, and energy shortage. . Buildings are considered one of the biggest sources of energy waste, which in case of continuous excessive energy consumption, in addition to fueling the problem of energy crisis in the world, they also cause environmental pollution. They have appeared more than before. Tehran, as a large metropolis with a high population, is not safe from the damage of high energy consumption in buildings. The purpose of this research is to investigate the energy consumption management policy in the field of housing in Tehran City with an emphasis on practical implementation solutions. The method of conducting survey research using the Delphi technique and the statistical population of all the mayors of Tehran province the statistical sample included 38 people and the sampling method was targeted. The research tool was a researcher-made questionnaire, and the findings were analyzed with the help of SPSS software, and the importance of solutions was prioritized. The most important findings extracted in order of importance are: requiring the engineering system to fully comply with the provisions of Article 19, informing and increasing citizens' awareness about the benefits of complying with the regulations, developing support programs and financial packages for constructions that comply with the regulations industrialization of buildings, stopping the production line of consumer goods with high energy consumption, shortening the hands of non-technical and traditional builders and moving towards standard constructions.
