Urban vulnerability from the point of view of passive defense can be considered as one of the most important and fundamental issues of urban planning, the purpose of which is to increase the ability of the city and citizens to deal with human, financial and environmental damages. Assessing the recognition and vulnerability of damages that occur during man-made hazards such as war and strife is one of the important goals of this research to examine the requirements of passive defense in the urban development infrastructure of Shiraz metropolis. In this context and in the current research, indicators such as the area of vulnerability and the dispersion of the worn-out urban fabric, access to relief centers and urban arteries, access to support centers and safe spaces, proximity to hazardous uses and population density at risk as the most important influencing factors for importance Compliance with the principles of urban passive defense were introduced. Vulnerable urban indicators and criteria were introduced and valued, and maps were prepared for each of the criteria using AHP fuzzy logic functions in the geographic information system with the use and integration of QGIS and Global Mapper software. The results of this research are practical in nature and have been evaluated in a descriptive-analytical way. The data used in this research has been obtained by collecting comprehensive urban information and library studies and analysis with relevant software. Vulnerable layers, in terms of indicators related to the issue of passive defense, show that about 28% of all 11 districts of Shiraz city are areas with high vulnerability, which can cause the inefficiency of this city in times of crisis, especially wars.
