چکیده

برنامه ریزی کاربری اراضی شهری به عنوان یکی از دانش های وابسته به برنامه ریزی با هدف توزیع بهینه کاربری های شهری شناخته می گردد هدف این دانش نیز به مانند همه انواع برنامه ریزی ها ، تامین رفاه و آسایش شهروندان از طریق توزیع بهینه کاربری های شهری است.بنابراین برنامه ریزی کاربری زمین در درون خود مضامینی از عدالت فضایی را در بر دارد. با توجه به این مطلب در این پژوهش که با روش توصیفی – تحلیلی با تکیه بر منابع کتابخانه ای صورت گرفته است ، با استفاده از داده های به دست آمده از سرشماری جمعیت مناطق مختلف شهر قم و نیز سرانه وابسته به کاربری های شهر ، سعی گردیده تناسب توزیع این کاربری ها با نیاز های جمعیتی طیف های مختلف سنجیده شده و با تاکید بر مفاهیم عدالت فضایی نیاز مناطق مختلف به کاربری های مورد در نظر در این پژوهش با توجه به مولفه جمعیت سنجیده گردد. لذا در این پژوهش پس از انجام مطالعات آماری مختلف و استفاده از سیستم اطلاعات جغرافیایی(gis) حد محرومیت سرانه ای کاربری های متناظر مناطق شهر قم با توجه به نرخ جمعیت گروه های هدف شامل محصلان ، زنان در سن باروری و سالخوردگان محاسبه و از طریق سیستم اطلاعات جغرافیایی به نمایش درآمده است بر این اساس نتایج این پژوهش در زمینه شاخص جمعیت محصلان مناطق 2 ، 6 و 1 ، در زمینه نرخ باروری مناطق 2 و 6 و درزمینه نرخ سالخوردگی مناطق 2 ، 6 و 7 از کمبود سرانه ای کاربری های متناظر برخوردار می باشند.

چکیده [English]

Urban land use planning is known as one of the knowledge related to planning with the aim of optimal distribution of urban land uses. The purpose of this knowledge, like all types of planning, is to ensure the welfare and comfort of citizens through the optimal distribution of urban land uses. Thus, land use planning includes themes of spatial justice.. According to this matter, in this research, which has been done by descriptive-analytical method Relying on library resources , using the data obtained from the population census of different areas of Qom and also per capita related to the uses of the city, the proportionality of the distribution of these uses with Demographic needs of different spectrums have been measured and with emphasis on the concepts of spatial justice, the needs of different regions for the uses considered in this research should be measured according to the population component. Therefore, in this study, after conducting various statistical studies and using the GIS, (geographic information system)the per capita deprivation limit of the corresponding uses in Qom city is calculated according to the population rate of the target groups, including students, women of childbearing age and the elderly, and through the GIS. It is shown that the results of this study in the field of student population index of regions 2, 6 and 1, in the field of fertility rates in regions 2 and 6 and in the field of aging rates in regions 2, 6 and 7 have a per capita shortage of corresponding uses.
