Flood is known as one of the most important hazards in nature, which brings with it serious injuries. Today, one of the serious challenges in the field of urban management is the damage caused by floods, which many countries, especially our country, are facing in recent years. Region 4 is identified as one of Tehran's 22 urban regions, covering an area of 61.4 square kilometers and serving as the eastern catchment area of the city. In this research, initially, the runoff coefficient was calculated using the Geographic Information System (GIS) to assess the increase in the coefficient in hydrological calculations with urban flood adjustment methods utilizing the SWMM model. Various solutions are employed to prevent and control floods through the identification of flood-prone areas.This research utilizes different strategies to pinpoint flood-prone areas and implement flood control measures. The primary objective of this study is to offer a practical solution for controlling and managing urban runoff in District 4 of Tehran. By leveraging the capabilities of the SWMM model under various scenarios, the maximum runoff control is quantitatively examined, and the results are thoroughly analyzed. In the present study, for Tehran's 4th urban area, considering environmental factors, two plans of Best Management Practices (BMPs) and a combined plan are presented, and their effectiveness in reducing the total volume of runoff from the sub-basin is explored. The results indicate that these solutions serve as effective methods in decreasing the volume of urban runoff, assisting city managers in confronting challenges posed by floods and achieving sustainable improvements in urban flood management.
